Strategy Update

In 2015 the partners initiated an update of the 'Future Proof Growth Strategy and Implementation Plan 2009'. The objective of the update was to provide a Strategy that is current, taking into account changes in the sub-region since the Strategy was first adopted in 2009. For example, the Waikato District has expanded its geographic area, the sub-region is more strongly influenced by interactions with Auckland and the Bay of Plenty, populations continue to grow, and there is new policy direction from central government.

During the process to update the Strategy, two other initiatives emerged. The first was the Waikato Plan. The Waikato Plan is an overarching strategic document for the whole of the Waikato region which speaks with one voice about the issues and opportunities the region faces. It was decided to narrow the focus of Future Proof to one of growth management and settlement pattern implementation, leaving the wider strategic planning matters to the Waikato Plan.

The second initiative was the introduction by the Government of the National Policy Statement on Urban Development Capacity (NPS-UDC). In order to factor in the new requirements of the NPS-UDC, the partners decided to update the Strategy in two phases.

Phase 1

Phase 1 of the update has now been completed. The final documents can be found at the links below.

The Committee has recommended the Strategy to the partner councils for adoption. Hamilton City Council, Waipa District Council and Waikato District Council have now adopted the phase 1 Strategy.

Phase 2

Phase 2 of the update is currently underway and will:

  • adress the requirements of the National Policy Statement on Urban Development Capacity
  • update the settlement pattern
  • ensure alignment with the Waikato Plan
  • incorporate new Government policy, initiatives and direction, including the Hamilton to Auckland Corridor Plan
  • incorporate any updates as a result of new legislation or strategies

The timeline to complete the Strategy is dependent on other processes currently underway, in particular the Hamilton to Auckland Corridor Plan. We expect to have a draft completed for public consutlation by the end of 2019.
