Strategy Update

In 2015 the partners initiated an update of the 'Future Proof Growth Strategy and Implementation Plan 2009'. The objective of the update was to provide a Strategy that is current, taking into account changes in the sub-region since the Strategy was first adopted in 2009. For example, the Waikato District has expanded its geographic area, the sub-region is more strongly influenced by interactions with Auckland and the Bay of Plenty, populations continue to grow, and there is new policy direction from central government.  

During the process to update the Strategy, two other initiatives emerged. The first was the Waikato Plan. The Waikato Plan is an overarching strategic document for the whole of the Waikato region which speaks with one voice about the issues and opportunities the region faces. It was decided to narrow the focus of Future Proof to one of growth management and settlement pattern implementation, leaving the wider strategic planning matters to the Waikato Plan. 

The second initiative was the introduction by the Government of the National Policy Statement on Urban Development Capacity (NPS-UDC). In order to factor in the new requirements of the NPS-UDC, the partners decided to update the Strategy in two phases. 

Phase 1

Consultation 

The draft Strategy for phase 1 went out for public consultation in June and July 2017. Forty-five submissions were received. Click here to view all the submissions received to the Strategy. Click here to view Appendix B, Submission 25.

Public hearings were held on 28 and 30 August 2017. Thirty-one submitters were heard by the Future Proof Implementation Committee. Click here to view the Hearings Report.

The Future Proof Implementation Committee approved the recommended changes to the Strategy, subject to a number of changes. Click here to view the approved recommendations and a track change version of the Strategy.

The Committee has recommended the Strategy to the partner councils for adoption. Hamilton City Council and Waikato District Council have now adopted the phase 1 Strategy. It is expected that the Waikato Regional Council and Waipa District Council will adopt the Strategy in early 2018. 

Phase 2

Phase 2 will be undertaken in 2018 and will address the requirements of the NPS-UDC.
